“Capital Projects: Adding Value with Construction Auditing

Construction Audit for capital projects is a worthwhile discipline of internal audit in that it yields tangible results to an organization in the form of cash recoveries or prevention of unnecessary expenditures.  Even more though, an excellent program of internal audit analysis and evaluation will help ensure that a construction project is delivered on time, within budget, and at expected quality while complying with various laws and regulations.

This presentation will introduce construction audit as a discipline of audit that enhances risk identification and auditing techniques for capital projects while helping your organization realize maximum value for your investments in capital projects. The presentation will also provide insight into why internal audit efforts are a vital part of the oversight of construction projects even though you may have a good Project Manager and Project Controller on site. Some of the main learning points will include: identify project risks, identifying opportunities for cost recoveries and prevention; developing procedures to assess construction work in progress and adherence to contracted requirements; and developing an audit approach for monitoring construction projects.

Dr. Sidney J. Hymes, DSc (Construction and Capital Project Management), JD, MBA, Ms/Construction Science and Management, Certified Construction Manager, Project Management Professional, Certified Forensic Claims Consultant, Certified Professional Constructor.

Sid Hymes has almost 30 years of experience in planning, scheduling, estimating, contracts and Total Quality Management (TQM). He has provided construction management, program and project management services, led project controls teams and developed systems, processes and procedures for construction operations. In places like Iraq, UAE and the Americas, he has worked as a Program Auditor, Project Controls Manager, Field Superintendent, Contract Administrator and Project Manager. In addition to his implementation and operations expertise Sid teaches Construction Management courses at the undergraduate and graduate level and has published more than twenty papers. He is a recognized speaker in the construction management industry and has served on the boards of certification organizations AACEI, CMCI and the CCC.
